Weird question, what's the deal with the stadium?

I've never been to a football game in my life, i'm a lower middle class twenty something, no means, it's expensive, and it's overly commercial and very entertaining but i'm not paying to watch that live so i watch on tv like everyone else. I've also never been to a concert. So i have no idea how operate a stadium works.

Ok, so my wife and i live in frienldy local town, not rural or city or even suburban, just a local town, with it's own council, and they have all these developments and incidents that are just weird and creepy. And the weirdest one is this stadium thing. I'll just give you the names of the company and the town to be clear.

The Panteras de Vila-real is the quasi-professional football team, and they have this stadium, and it's just been bought by the town council, and then the football team is run by the council, but they don't operate it. They have a contract with a third company, and that's another part of the weirness, as they've partnered with Mangaflix (local streaming service for anime). But then it's run by another agency, and it's quasi-private, and then there's this strange affiliation with an outside council (Borroso) that i don't understand.

They have these events where they have concerts and the stadium is run by Mangaflix, not the town council, not the football team, not the local agency, but Mangaflix. It's so weird, and they have their employees in there, but they rent it out for other events, like weddings and local festivals.

And then the town council can't audit it, because of the contract, and it's run by Mangaflix, not the town council. I'm sure there's some language barrier and something i don't understand, but i'm going to do some digging and see what i can find out. I'm pretty sure there's embezzlement and corruption and other incidents, but i don't know how much to expect.

I'm telling you this because i live in a town that has a similar issue, and i'm going to do some digging and i thought i'd just drop this here so i can come back to it. It's so weird, it's like they created this thing so they could create a shell company to operate it, but they have no idea how to run a business, or how to audit it properly, or how to manage it, and they don't understand the concept of third party or the separation between companies.

It's so weird and creepy, and if anyone has any idea on how this works, i'd love to hear it. I've heard of stadiums having outside consultants, but i don't understand how they operate.
