If you want to know why the United States hasn't had a legitimate, functioning government since at least WW2, you need to know who Allen Dulles, John Foster Dulles, and George McCone are.

This post is primarily for American readers, and focuses on America, but the principles are applicable to most countries. The crux of this post is that the CIA can legally do anything it wants, without any oversight from the federal government, states, or municipalities.

\--------------

\--------------

When the CIA was formed in 1947, the question of whether it should have a legal ability to oversee local law enforcement agencies was a topic of discussion.

Ultimately, it was decided that the CIA would not have oversight of state or local law enforcement, under the guise that the CIA was only supposed to oversee foreign affairs. However, the CIA had no real oversight, and the legislative and executive branches of the federal government never had any real authority over it.

As proof of this, we can look at the three directors mentioned in the title: George McCone (1961-1965), John Foster Dulles (1946-1948), and his brother Allen Dulles (1953-1961), as well as the events that transpired during their tenure.

The CIA had no real oversight during the Red Scare and the beginnings of the Cold War. The Dulles brothers, and later McCone, made sure of it.

\--------------

\--------------

Red Scare, House on Un-American Activities Committee, Joseph McCarthy. You might know something about these things. It was a time when the US government was investigating American citizens for being communists. The federal government was portrayed as an entity that sought to protect the American people, and the CIA was seen as an important part of that. In reality, the CIA had no oversight at all, and was free to do whatever it wanted.

The legislative and executive branches of the government had private meetings with the CIA, and the CIA would tell them what they wanted to hear. This was the beginning of a long-standing trend where the government takes its cues from the intelligence community.

\--------------

\--------------

Now, you might say "But surely, the government investigated all of the CIA's wrongdoings!" Well, they did try. Or, at least, they claimed to.

Once the CIA was formed, and once the Dulles brothers and McCone had left office, there was a huge scandal that made all of the big newspapers.

In 1975, President Gerald Ford appointed a committee to look into all the wrongdoing the government had done in recent history. There was a lot of treachery to cover, and they didn't miss much. The committee, known as the Church Committee (named after Senator Frank Church), was the first formal investigation into the CIA.

Their report covered everything from assassination plots, to the manipulation of foreign media. They didn't miss much.

The problem is, they had no authority to actually do anything about it.

They made recommendations, and they released their report to the public. But they had no power to actually do anything.

They recommended having congressional oversight of the intelligence community. Congress never did that.

They recommended taking away the CIA's ability to do anything they want. It never happened.

\--------------

\--------------

What does this mean for us today?

The CIA, NSA, DIA, DARPA, and all the other intelligence agencies are all self-governing, self-regulating, and have no oversight from any branch of the government.

They are legally unaccountable for any wrongdoings they do. They have no rules, and they don't answer to anyone.

This is all 100% legal. The CIA has no restrictions placed on them, and they have never been held accountable for any of their actions, foreign or domestic.

\--------------

\--------------

Now, you might say "But what about Edward Snowden?" Well, Snowden's leaks were useless. He didn't bring anything to light that we already knew, and his leaks didn't lead to any reforms.

Snowden's leaks were very reminiscent of the Pentagon Papers. In 1971, Daniel Ellsberg leaked documents from the Pentagon, showing that the US government had been lying about the Vietnam War for decades. The leaks were useless.

\--------------

\--------------

The CIA, and the entire intelligence community, are legally unaccountable for any wrongdoings they do. They are self-governing and self-regulating, and have no oversight from any branch of government.

They answer to no one, and do whatever they want.

\--------------

\--------------

If you want to read more about this topic, I would recommend the book "The Devil's Chessboard," by David Talbot, as well as the documentary "JFK to 9/11: Everything is a Rich Man's Trick."

For further reading, I would recommend "The CIA and the Cult of Intelligence," by Victor Marchetti and John D. Marks, and "The Phoenix Program," by Douglas Valentine.

All four of these titles are very good sources of information, and are very good at explaining the CIA and its history.
