If my dog runs across the street into a store, can I get in trouble for it?

This is about a friend and not me.<br><br>Friend has a new puppy who is super friendly but not that well trained. His puppy recently got loose and ran into a store. He said he followed his dog in and they were like "no dogs allowed in the store, it's against the law". He said he told them "he's not my service dog, he's my shopping dog!"<br><br>They called the cops on him and gave him a warning for shoplifting. So is that fair?
