The US government is trying to wall off its big tech companies from the rest of the world with the recent WTO ruling against China and all the recent anti-competitive rhetoric. It's getting harder for the US to intercept data when it's on servers outside the USA, so it initiated PRISM as a response.

It's in spy parlance called "wiretapping". And the taps are on Google and in the customers' own countries, not on the backbone of the internet. Americans aren't supposed to know that their companies are doing this for their government.
