The movie industry would have more diversity in race and gender if it was primarily made by people of different races and genders.

Obviously, the people making movies aren't the people who watch them. The industry is so white and male dominated, it's almost a joke. However, when looking at movies released in the past few decades, there are hardly any that cater to any culture other than Western ones. What's up with this? Why aren't there movies made about people of different races or genders, by those races and genders?
