Why do anime shorts have names that don't match the title?

Out of 500 anime shorts, only 100 have the same title as the name. This is unlike full length anime, where 9 times out of 10 the title and name are the same.<br><br>Not only that, but of the 100 that are the same, 50 of them are essentially exactly the same. That is, the title is often "Short" or "OVA", followed by the name. So the title is just the name with a little extra text appended.<br><br>The other 50 that are the same, the title and name are not the same word for word, but they are very similar. For example, "NHK ni Y**ou**kosou" versus "H**ai**! Nhk ni Youkoso!", or "Yurucamp" vs "Yurucamp: Movie". Again, very similar, but not exactly the same.<br><br>So that leaves 400 anime shorts with titles that aren't the same as the name, and only 3/4 of them even have similar titling schemes. Here are a few examples:<br><br>* "Akuma no Memumemu-chan" vs "NHK ni Y**ou**kosou" (generic title / anime name mismatch. I know this one has been covered before.)<br>* "Btooom!" vs "Btooom! (Live-Action)" (no difference besides "Live-Action", but the title is not the same as the anime name. There are about 30 of these.)<br>* "Lupin III vs. Cat's Eye" vs "Lupin III vs. Detective Conan: The Movie" (it's the vs. that makes it confusing, because "Cat's Eye" and "Detective Conan" aren't anywhere in the anime name.)<br>* "Tsubasa Shunraiki" vs "Tsubasa Chronicle: The Movie - The Princess of the Birdcage Kingdom" (the main name "Tsubasa" is the same, and it's a good we can tell what these are, but there are at least 20 like this that are different.)<br>* This is probably the worst offender: "Mikakunin de Shinkoukei" and the names: "Mikakunin de Shinkoukei: Kamisama no Kokuhaku" / "Mikakunin de Shinkoukei: Kamisama no Kokuhaku / Tsurupettan" / "Mikakunin de Shinkoukei: Kamisama no Aishikata" / "Mikakunin de Shinkoukei: Kamisama no Kokuhaku / Tsurupettan / Tsure-ka / Tsure-ppa / Tsuru Pettan" / "Mikakunin de Shinkoukei: Tsurupettan / Tsure-ka / Tsure-ppa / Tsuru Pettan" / "Mikakunin de Shinkoukei: Tsure-ka / Tsure-ppa / Tsuru Pettan" ... It's like there's some anime content we can't see where these things are all part of one work.
