How to persuade people to act in a crisis?

This is an ethical discussion I have been having in the context of COVID-19 and climate change, but I think it is an important one for crisis response in general.<br><br>We are in a crisis, and a policy change will make things better. How should we go about persuading others to enact this policy change? It is a simple question, but it is not clear who to go persuade and what to say.<br><br>For example, in the case of climate change, should I talk to my friends and family? Is it worth talking to my local government representatives? Should I donate to policy think tanks or advocacy groups? Should I hit the streets in protest? How much of my time and energy should I spend trying to persuade others?<br><br>More generally, who should you target with your persuasion efforts and how should you go about persuading them in crisis situations?
