Gaza is so close to Tel Aviv and Israel can do nothing?

I see how Israel is bombarding the Gaza Strip, and I have to say that I am surprised by the incompetence of the Israeli army. How is this possible? Gaza is so close to Tel Aviv and Israel can't do anything?
